If not, it could be suggesting that Noah Sinclair really is an actual person and not a character being played by someone named Levi, as the OSDM/ODSM has suggested in the Tension book.

It could also potentially be Jaime. We don’t know if these killings are an officially sanctioned Briarberg thing or him off doing his own thing.

The ONLY way you can be certain of these things… is if you’re working directly with the OSDM.
