That definitely sounds like Horace is dead and Noah is now in charge (the King?). Combined with the letter @wrathofhearts got (“He accepts his fate and our burden. Death by the son’s hands”) it sounds like Noah is responsible for Horace’s death.

And it’s definitely handwriting, so someone took the time to do that instead of typing. It’s very nice handwriting, I might add.

If memory serves, we haven’t had a real puzzle like this from the osdm since the Tension days. I wonder what’s changed?

I’m mostly concerned about our mysterious email sender. If it was DLB or CS, why would the letter be torn up if they wanted us to see it? If it was on the osdm side, what do they gain by passing along DLB’s correspondence?

Is it’s not one of them, are we dealing with a third party here?
