Because I would never report something he said to me calling simply from his own number. I’m guessing he called from a private number because he wanted us to know that it was ok to share what he told us.

2) Mason was a pre-programmed persona/personality, which has now been written into this woman, perhaps via helmet

This is just theorizing, but…

Noah and Sarah have put a good amount of effort into demonizing Horace. Maybe that’s what Morgan means when he says Noah told us about the Big Bad Wolf. Noah told us about Horace and his role at the top.

So we’re actually within two fictions simultaneously. Which could explain some of the more interesting leaps and schisms we’ve seen: One chapter is OSDM. Another chapter is Briarberg. And so on.
