Following the phone call revelations, Morgan posted this video on Facebook and Instagram.

It was speculated on Slack that “welcome to phase 3” refers to the third phase of the BOS. Phase 1 was fake BOS, created by the OSDM for Tension. Phase 2 was real BOS, but constrained by its tentative alliance with the System Five, and still to some degree playing a part for the System. Phase 3 is BOS unfettered.
